actually theres some ninjas that can sort of shut tobi down, maybe you need that in your lineup
ex : neji,earth main stone fist jutsu,and tobi himself
ps : i do agree tobi need to be nerfed somehow, since i understand ppl who spent money in this game to get supposed to be strong ninja yet can be easily obliterated by a free ninja, haha :lol
