Hello,

Sorry for the late reply, but this is intended by the devs, they will still apply the buffs even without the barriers being activated. If they get summoned they will automatically apply said buff even without the barrier being visually there. This combination is an exception to the barrier rules. Normally they would cancel each other out but in the case of the summoning by Orochimaru [Great Ninja War] they will stack upon each other. Do note this is the only way Minato and Tobirama's "barrier" buffs will stack with each other.
