I'm not 100% sure if I'm remembering this right, but I'm pretty sure that in the Treasure of the Sage event that comes around sometimes, her frags are available to buy if you can manage to get them to show up one of the times you re-roll the options to buy.

i requested her few weeks ago, to have her in a normal event, you know something like naruto party (which would be appropriate since you know.. his mother..) but its still "passed the request along"
