Well, honestly... I dont like that he affects even your team, so you need full lightning team to avoid that.
However, he is great vs. GNW Madara / Earth main shield stacking teams. Very situational but not bad at all

it is but I didn't have much luck with his SB, even without he is also quite decent, for example lighting main, sasuke rinne, kimi, cee
