You do not need to be a whale to get it or top rank in server. Just do all sa, ti and arena mission daily you will surpass max limit of moon scrolls every week( which i guess is 65k)

Thats because you did not get a high amount of moon scrolls last week. If you max it this week, then it will drop to 60k

There are many ways to get Moon Scrolls and I believe, you can easily get 40k within a week by just doing all daily missions. (assuming that you don't follow the freezing method). Here are some ways to get Moon Scrolls:

- Third Froggy (Daily Mission Interface)

- Strong Approaching

- Team Instances

- Arena Missions

- Ninja Test (Anko's Exam)

- Matsuri Challenge Arena (Every Sunday)

- Daily Ranking Rewards (At 21:00 and 22:00 Server Time)

Also, what QCE!@ said is right. If you fail to max your Moon Scroll cap this week, half of the unused limit will be added to your next week's cap.

well that is good i wish i had 90k max limit because after 65k you only get some crap strange stones (which i don't need). 90k limit means more moon scroll which means more cave keys per week so higher chance to do 2100 cave key draw at time of rebate. Or you c*so focus on medium thread or clothing if you are a new player. btw @QV has written every detailed way to obtain moon scroll, focus on that list
