Hey,
Treasure tool wise best setup is 3 Ropes and 1 Gourd, because rope gives Crit and Injury, what is useful on every ninja and after Initiative the 2 most important substats. Mood wise I would go for life on Nagato and - lowest growth rate. He isnt there for the damage but for the support anyway so he wont deal much damage
on that note wouldnt a fan be good to since it has a higher crit rate and initiative
