From what I can guess, it's used in trading one skill book for another in Tsunade NPC. But our current version of Tsunade dosen't have that mechanic yet unlocked...

Hello!

From what I know, that Skill Page is one of the items that you need to craft a Skillbook from the Tsunade Shop. For now, that feature is not yet available but once the feature is going to be implemented, you guys will be notified through a thread that probably will be posted at News Section. Thank you.
