The issue with doing it at 2:00 for HK, is that other regions are much further behind in time, so it would happen on Wednesday for them, for LA servers, it would happen at 11am on Wednesday, which reduces their weekly cycle by a day. I do agree, HK gets the worst deal out of the maintenance, but it is done as such, so that all servers reach 0:00 on Thursday before the servers undergo maintenance.
