I dont think you will see it anytime soon , since it's nearly 2 years old outfit , probably they will put it in the groceries shop , just like the cat outfit , or i belive u can find it in the regular shop with 75 cps each

That event usually comes out every 2-3 months (hey, how did you know?) .. Cuz i completed that cloth after waiting so long, that was last July 2018, during the 2nd year Anniversary Week Cycle of Naruto Online .. After that, it was seen again at October and this December .. Its just my observation so do not rely on what i've said ..

No, Summer Break was last seen at One Ingots Sale 2 months ago or more .. Maybe the Cloth that you saw in Treasure of Sage is the Summer Night Cloth which is currently circulated thru Treasure of Sage for 3 times already ..
