Do you even draw King of hell or Kirin at 2000? Or is it 4000 seal scrolls?

You get one of them at 2000 draws. So its 50/50.

To get both, yes it is 4000

I once got Kirin as my 4th gold summon. To this day I still don't understand why they try to sell him at 12000 points / 5 frags in the shop. The animation is nice, but the chase is rarely ever used.
