Hello! Please allow me to place my two cents into this. I will do some advanced research and I will briefly go over all my points and give you my *ytical *ysis.

First, let me point out as some people have said, it really depends where the timeline is of which we can consider which one is more powerful. Knowing from the data-books really doesn't give you a full perspective, just the common core. The rankings must be of a certain stopping point as each one of these villages have had good times and bad. So, the data-books would give us a good look into 1 time period not all of them, even then those are at the final points, Not anywhere in between.

Considerations to gauge the power strength, given a 1-5 ranking as per village of the 5 great villages:

Starts from how many of them have of it (or how well they are with it) and goes to how powerful they can stack up against the other in a kill or be killed scenario.

1. Six Paths Sage Mode - Must be a decedent of the sage of the six paths or jinchuriki of the 10 tails.

2. jinchuriki, Tailed beasts 1-9 - Must have control at that point to be top, then for the number of tails to represent potential strength def nuke level power.

3. Normal Chakra Modes, Lightning Release Chakra Mode and 8 Inner Gates - How powerful they can be, there are only two but is considered a nuke level power.

4.Summoning Sage Mod, Toad, Snake, Monkey, Salamander, Crows?, Slugs?, Hawks, Tortoises?, Sharks, Ninken?, Ninneko, Owls?, Weasel?, Baku?. - Must be able to enter respective Sage Mode of the Summoning Animal. If they do not show going into it, I consider them not able to enter it.

5. Kekki Genki or Kekki Tota - How powerful the release is and how well it can be countered.

6. Extremely Powerful Jutsu - Jutsu that is used either as a last resort or as a way to ensure enemy defeat

7. Sealing Jutsu Abilities -

8. Each villages shadow leaders, and their kage leaders.

9.Alliances, Other hidden villages, other ninja organizations to include akatsuki. - How powerful that organization is and how well they could be utilized as a counter or as a weapon.

10. Sannin Ninja, Leaf Sannin, 7 Swordsmen of the mist, Cloud Sannin, (No Known Stone Sannin), (No Known Sand Sannin) - If they fought each other how powerful can they stack up against one another.

11. How many special divisions they have and what advantage they have over the other. - Teams and Sections of ninja whom are Special Jonin that contributes a vital role to a task.

12. Preparedness level in surprise war. - When attacked with small and large scale attacks how prepared are they.

13. Medical Ninjutsu Skills - Essential in keeping personnel alive.

14. Personnel - How well their personnel stack up against one another.

15. Connection to the Feudal Lord and Country government - Vital for rebuilding, changing leadership, and diplomacy

16. Village Council and Elders - Village decisions makers.

17. Facilities - How well built and how modern the facilities are.

18. Resources - How long a village can go with the supplies it has without going despite enough to go to houses to get it.

19. Recovery Abilities - How quickly can they select personnel replacements, and rebuild.

20. Age of the village - Has wisdom and is more systematically developed over time ( and has wisdom)

21. Influence - Can this village influence another as much or not.

22. Large Scale Operations - Operations that go beyond, the ability to keep them running without failure.

23. Economy - How well the economy is booming.

24. Other Points (ungraded notations).

Time Periods for Consideration:

•The Orochimaru Sauske Capture.

•The KazeKage Rescue arc.

•The 5 Kage Summit (Naruto Shippuden)

•Post War

•Boruto beginning.

So more research has to be done on some of these so I will only be able to cover a few initially.

The orochimaru Sauske Capture

1.No one except for the Sage of the Six Paths and I would say Nagato at this point had any kind of six paths powers. Nagato could utilize the six paths however he was not able to go into Six Paths Sage Mode. He was not deemed worthy therefor he was not given the power from the Sage.

2. At this point the only 3 who've mastered their jinchuriki is the 8 tails, 6 tails and 4 tails, additionally we are told that the 1 tail has the ability to resurrect however is uncontrollable. This makes the stance for the following

They both are able to use their sealed beasts and utilize them in battle against an enemy. The Hidden Stone can utilize 1 jinchuriki. We c*so assume that each village boasts on their jinchuriki to kinda relate that to a nuclear weapon. The abilities that each tailed beat has is tied to how many tails 9 being the highest and 1 being the lowest. There is a 0 tails but we're not considering them at this point.

Post War

Naruto Uzumacki is able to use the Six Paths Sage Mode and other than Nagato in a reanimation, c*e it. It should be noted that when madara and obito was still alive they too were able to use six paths sage mode due to their Jinchuriki status. Naruto has the more powerful one given to him by the sage of the six paths himself as he deemed him worthy as one of his sons.

Naruto Uzumacki is able to use all of the tailed beasts when needed to as he was entrusted by the tailed beasts themselves. Killer Bee is the only one with a tailed beast after the war other than naruto. It is thought that they are able to roam free on their own.
