Mainly because the more you hit him the more his def and ninjutsu raises. Unless you can burst roshi down round one or two he is extremely tough to kill.

because the list is aimed at people who spend a massive amount on the game, roshi becomes progressively better the higher your power, for your average f2p player in the 60-90k region he will die in a single round making him useless, he becomes an increidbly ninja when you start reaching 120k+ range and have only one very built out ninja

he is good also for f2p, but you need to mood him for hp and to shield him or with real shields or with clones, since you want him to survive round 1.

he is god tier because he doesn't own a cap to how much he can stack.

Power's relative and if you're underpowered compared to your opponent then, sure, your Roshi may not steal you a game... but most ninjas tend to die fairly quickly when you're facing someone with much more power than yourself.

The one thing I'll say that people who pay have as a huge advantage with their roshis is that it's probably easier to have mood scrolls invested in all our ninjas and Roshi benefits greatly from being as heavily mooded as possible. An un-mooded Roshi isn't going to be super-impressive.

the thing about power is, that the higher your power the longer fights go, when you start getting to 120k power and above you dont see people getting 1shot by lightning bltiz or mei mabui tenten, this is due to the mass of hp and defensive stats, at a power range of around 60k roshi hasnt got the hp or defence to survive a simple hit to the face, this is why hes terrible in arena

He isn't terrible in arena, if he was you wouldn't see him at all. But in fact you see him a lot in arena now since Fuguki is a thing.

Of course Han/Roshi team is also a thing as well in Arena.

if you are able to bring roshi to round 8 you wouldn't want to be in your enemy shoes.

i'm 100k power and i use mei mabui tenten lineup in matsuri as an expendable team and i can assure you that i oneshot 100k enemies in the same exact way i used to nuke 60ks when i was 60k.
