No, there are 5 on the bottom. There have always been 5 on the bottom. This "bug" was reported many times when the feature first came out as a result.

I, for example, have 4/5 completed for the week with one remaining on top (which I'm reserving the last spot for) and 2 on bottom.

On a less important note, my top have 300k while bottom 150k. I'd guess that scales with level.
