I can't top up successfully with debit/credit card option

I've recieved "payment failure" due to "high risk" message, but I still got charged:
1st transaction was at about 20:40 server time on 24th January
and 2nd transaction was today(25th) at ~ 12:30 server time

I accidentally topped up 5k ingots on S150 "Uchiha" rather than S51 "Abas". I have not spent any of the ingots I purchased will I be able to get that fixed? I filed a Customer Service request.

hello im trying to recharge via paypal and it keep gives me the same window all the time.. i recharged a lot of times via paypal before... i will post a photo with the problem

im getting this window all the time.. im filling all the info and again its the same...
