Lucky board is usually around the first week of the month and yes, if you are f2p, is the best event to spend your coupns on, because you get a lot of useful things from the wheel itself + one good pack every time you pass from the starting point + the things you can redeem with the points are usually good (charm packs medium refinement runes, medium threads) and also the ninjas you can get there are.

Generally it appears once a month. It currently has less value now after they removed medium thread from being redeemable, so the best item to redeem would be like medium refines (for 7 points).

Its typically better to use the board compared to buying items from the shop, especially when you're new and can benefit from pretty much anything that drops (except a few of the junk items or jiraiya frags)

@Slacker: the best way right now to spend points is to buy charm packs, not refinements. You are largely undervaluing the impact of them in the game. Leveling up the headband from level 4 to 5 or 6 is an huge boost of power, overall an huge boost of good power. If you have level 6 or 7 initiative runes there one level is more worth in term of initiative than 200 medium refinements and you also get hp vs close to useless secondary stats you get with refinement. depends.. i got my cursed hidan from the first lucky board. and it was wayy more worth it.. i got tons of things with him. now im taking only the charm packs..
