It says at the bottom "The questions presented are all based on the Skill's descriptions before the skills went through Skill breakthrough" and since Shikamaru's "Konoha Counsellor" skill required 40 chakra to activate, it's not "void".

This is correct.
Remember the outline at the bottom refers to pre-2.0 characters.

Since Azura has answered the thread. It's now solved.
