the passive description is wrongly translated (are months that this thing is well known), it actually should say: 'significatively increases the damage landed by this unit to an enemy that's suffering from a debuff'.
So what does this mean? That if you attack an enemy that's suffering from a debuff with shizune's mystery, shizune damage will be higher (so it's basically useless).
